Independent of the Committee, Councilmember Cheh has released her findings and recommendations based upon the record. That report is available here: 2017-06-14 DGS Contracting and Personnel Report by Mary Cheh (no attachments)
Background: In September 2016, multiple media stories circulated about the handling of two contracts awarded by DGS and personnel actions taken in response to those contracts (including the resignation of the DGS Director, Christopher Weaver). Given the public interest in these matters, the T&E Committee believed it was important to determine whether improper actions were taken and for the public to know if something improper occurred or to know if nothing improper occurred. The Committee heard over twenty hours of testimony in an executive-session hearing held on December 1st, 2nd, and 5th. As part of the inquiry, the T&E Committee reviewed thousands of pages of documents from the Executive branch, including emails, correspondence, meeting records, personnel files, and documents related to the contracts in question.
